Today my daughter Kim, who turned 18 this past December, voted for the first time. I’m so proud of her! &lt;br /&gt;&lt;br /&gt;I am asking all Lucas County voters to join Kim in voting in this primary election day. And I’m asking Republicans to vote for me, Pam Haynam for Lucas County Commissioner.&lt;br /&gt;&lt;br /&gt;I offer Republicans a clear choice. &lt;br /&gt;&lt;br /&gt;I believe to bring more jobs to Lucas County, we need to do three things:&lt;br /&gt;&lt;br /&gt;First, we need to create a better business environment by lowering taxes and limiting government. I will pledge not to raise taxes without a vote of the people.&lt;br /&gt;&lt;br /&gt;Second, I believe we need to do a better job with regional cooperation and promotion. As a suburban resident, I will be a credible voice selling Lucas County to the rest of Ohio, the nation and the world. think the debate did a great job of demonstrating that I'm the only Republican candidate for Lucas County Commissioner who is prepared to stand up to the two Democrat former Toledo City Councilmen who are now on the Commissioners.  My opponent, who has served with both Commissioners on City Council is ready to roll over and be an insignificant third voice. He not only couldn't think of a single instance in which he would have voted differently than the current commissioners, he even said he would have voted for the budget-busting budgets that the existing commissioners adopted over Maggie Thurber's no votes. As a small business owner and experienced public servant, I understand that government does not create jobs: businesses create jobs. However, I believe it is the responsibility of our County Commissioners to create a favorable business environment by limiting government and lowering taxes, and that businesses, with the appropriate cooperation and promotion by the Commissioners, will come here to thrive and grow.&lt;br /&gt;&lt;br /&gt;A favorable business environment in Lucas County would encourage and permit existing businesses to expand and attract new businesses. With lower taxes, new business ventures would have a greater chance of creating jobs and prospering. A more favorable business climate certainly would affect both large and small business, but with 85% of businesses being smaller local operations, it is particularly necessary for smaller businesses to thrive and create more employment opportunities.&lt;br /&gt;&lt;br /&gt;As a small business owner, I know that establishing a successful business largely hinges on having a great idea for a new business. I also understand that making and keeping that business successful depends on having the business knowledge to make good business decisions.&lt;br /&gt;&lt;br /&gt;As a Board of Education member for the last nine years in Sylvania, I understand the connection between having knowledge and applying it in the real world. That is why I have supported and promoted the establishment of an entrepreneurial program in Sylvania Schools. With the help of the Regional Growth Partnership and private funding this program uses community volunteers and teachers to educate high school students on how to develop and grow their own businesses. Students actually plan, develop and run their own business. This tool helps students understand first-hand what it takes to “grow their own business”. I also lead long-time veteran Auditor, Larry Kaczala, in fundraising for the period. &lt;br /&gt;&lt;br /&gt;Now, I understand that money alone doesn’t win elections, but our success in raising money is another demonstration that I am the strongest candidate that Lucas County Republicans can field for the tough November election ahead. Last month, as chair of city council’s finance committee, my opponent imposed a 4.4 million dollar tax increase on residents of the city of Toledo by increasing special assessments. During my opponents tenure on council he has supported increased assessments totaling 10.7 million dollars. He has also opposed submitting proposed assessment increases to the voters.&lt;br /&gt;&lt;br /&gt;According to &lt;a href="http://toledoblade.com/apps/pbcs.dll/article?AID=/20060421/NEWS16/604210381&amp;SearchID=73242527102833"&gt;Blade reports&lt;/a&gt;, the Mayor and council reacted to my opposition to those increases by appointing a task force. Of course council and the mayor could have rejected the increases in the first place, or repealed the assessments.  Instead, they chose to leave the tax increase intact in favor of a “do nothing” study. &lt;br /&gt;&lt;br /&gt;I pledge as County Commissioner not to permit any increase in taxes on residents of Lucas County without submitting the issue to the voters. This contributes to our high tax rate and serves as a deterrent to businesses creating and retaining jobs in Lucas County. &lt;br /&gt;&lt;br /&gt;Concerning the zoo levies, issues 3 and 4 on the May 2 ballot:   I have been a long time supporter and member of the zoo. I have enjoyed visiting the zoo with my family. In addition, I have never hesitated before in my support for the zoo. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;I intend to support the operating levy (Issue 4), a replacement levy&lt;/b&gt;, because I understand the need to maintain this important community asset and recognize there have been normal cost increases for animal care and food, healthcare costs, and utility costs. The Toledo Zoo is a community treasure and adds to the economy and quality of life of our community. To its credit, the Zoo Board has addressed its problems, and the zoo has earned our support for its continued operation. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;I do not intend to support the capital zoo levy (Issue 3), which is a new tax.&lt;/b&gt; I do not think Lucas County can afford to expand the zoo at the expense of increasing our already high countywide property tax rate. That tax increase would be a deterrent to new businesses locating here. My name is Pam Haynam and I am a mom on a mission. I am running for Lucas County Commissioner because I want my children, all of our children, friends and neighbors too, to have job opportunities in Lucas County. Nine years ago when I first was first elected to the Sylvania Board of Education, I ran because I want to get involved with my children’s, all of our children’s educations. During the past nine years on the school board, I have gained the reputation and the record as a fiscally responsible public servant. However, my children are growing up and are on the verge of entering the workforce. As a Republican candidate for Lucas County Commissioner in the May 2 primary election, I believe the top issue facing Lucas County is jobs, jobs, jobs. Unfortunately, a recent study showed, Lucas County ranking 196th out of 200 metropolitan areas in the United States, in the category of job creation and retention. As a small business owner, with 28 years of business experience in both large companies and as an experienced public servant, I understand that the county commissioners do not create jobs: businesses create jobs. But, it is the responsibility of the county commissioners to create a favorable climate for business in Lucas county. As a true Republican, I believe that to do this we must limit government spending and reduce taxes. &lt;br /&gt;&lt;br /&gt;Over the next couple of weeks before the primary, I hope to use this blog to share my views as a candidate for Lucas County Commissioner.
